Can't stop "startup" entries from regenerating

Win XP Pro - I am trying to stop the NVidia Control Panel and Media Center Tray (nvcpl.dll and nvmctray.dll) from auto starting. I unchecked them in the msconfig startup and they regenerated. I deleted them from the run folder in the registry and they regenerated.
What do I need to do to permanently stop them from running upon startup?

Can't you uninstall the Nvidia control panel in the Windows control panel Add/Remove apps?

No, only the Driver removal is in the control panel. It gives me a choice of Display, IDE, PCI or Ethernet drivers to remove. It does not list the Nvidia Control Panel or Media Center Tray in the list of programs. If I uninstall the video driver the control panel does not start up anymore. I to find the video driver alone on the CD but I think it is in one of the "Cab" files. The only way to get it to install is thru the wizard I used the first time.
However, during all this trial and error I noticed that the nvcpl.dll is placed in the Windwos\System32 folder. I am going to try deleting those dll files and see if it will stop showing up in the tray.
Thanks for the suggestion. It actually triggered this other chain of events that might ultimately get me to a solution.

i don't trust msconfig. If you know how, try deleting the entries in the registry. There are multiple places that startup entries can be found and I don't know if msconfig sees them all.

You may need to remove the entries while booted into Safe Mode. They're probably programmed to check (when they're running) to see if they're in the startup menu, and re-add themselves if they aren't. If you remove the entries from Safe Mode, they shouldn't be running in the first place, so the removal should be more permanent.
