Can't stay connected on Dial Up in Win2k

I built a computer for a friend. (ECS K7S5A, Duron 900, with CompUSA 56k, V92 modem) and while she uses it at her place she's constantly getting dropped off of her horrible (he can't get anything better than 24.4k) dial up connetion, and the system will even reboot at times. While I had the system at my place (I can get it on @ 51k), it exhibited no such problems. I swapped modems to the current CompUsa and the situation still exits so I'm thinking it may have something to do with the lines at her Apt Complex. I've applied all the Windows updates and have the latest driver for the modem but this still continues to happen. Has any else experienced this? What the hell's going on!?
 
If you used the same provider with the same machine in two different places then it's likely the problem lies in the phone lines and/or something close by that interferes with her signal quality.
 
As luck would have it, both dial up ISPs were Earthlink. I also forgot to mention that the reboots only occur when she's connecting or connected. Otherwise, its solid machine! (Yay me!)
 
Tell her to call the phone company and say she is getting static while using the phone. The phone company should come out and do a line-check on the line. Most people don't know that the phone compay has to keep the lines upto PAR due to the law's. Just have her to stay with the static story untell they check the line and fix it if need to be.

I had problem's with my line which caused me to connect way lower then a 14.4 modem. Plus getting disconnected all the time like crazy. I was also hearing static while I listen to the dial tone. When the phone company came out and checked my line. It turned out to be only a loose phone wire on the pole it self. Once they fixed the problem I was connecting at the speeds I all ways did.
