You probably have psychophysiological insomnia. Don't overdose on melatonin or drink to "fix" it. See a sleep therapist.
I don't think (I'm not absolutely sure) you can overdose on melatonin, however you will see no sleep benefits to any doses over .25 milligrams. Melatonin is also sold as an anti-oxidant and those larger doses are for people seeking its use as such.
OP, melatonin along with some 5HTP and Relora might help you get through those times a OTC drug like Zantac keeps you up.
Or you can try diphenhydramine. It's usually sold as OTC allergy anti histamine medication(benadryl), or OTC sleep aid.

I've always had trouble falling asleep throughout my life. I'm 28 years old, and this is the only thing OTC that helps. My problem was never as bad as you described, but it usually takes me from 1 to 3 hours to fall asleep. If I take 2 diphenhydramines I'm asleep in 20-30 minutes.
Only problem I have with them is they tend to stick around in the system. Don't take them after struggling to fall asleep for 3 or 4 hours, take them when you know you're gonna have trouble falling asleep and when you have at least 8 hours before you have to wake up. In my case, if I don't do this, then I'll be really really drowsy in the morning.
Other things that seem to help (though they suck)
Go to bed when you are tired. Don't go to bed until then, there is no point.
Wake up at the same time every day. If you wake up at 6:30 on weekdays and noon on weekends, then your sleep patterns are all messed up and you're body's gonna have a hell of a time knowing when to shut down for the night.
Beyond that ... see a specialist, or at least a Dr.
