Can't setup a web folder in Win98SE! HELP!

I am trying to setup a web folder in Win98 SE but no matter what I type in as the location of the folder I get an error saying it can't connect to the server, even though I am connected to the web. It doesn't matter what I type in the folder field, it gives the same error over and over. I've been able to set one up in the past, but for some reason, it isn't finding my connection or something so it can't access the location on the web I am trying to specify.

Any help would be appreciated!
