Can't see my hard drive in windows

I installed my hard drive, plugged it into sata # 3 socket on motherboard. plugged it into the power. booted up my system and it detected the hard drive in the bios. I can see it also in device manager. on my computer local disk drive screen I do not see the drive volume and I have no clue where to go to format it? I did some google searches and found some people talking about disk management and formatting but I have no idea where that program is.

I have windows vista ultimate 64 bit edition, my 2 other hard drives are sata seagates 250 gigs each, non raid.

I use XP pro and had a similar problem with my WD6400AAKS. I typed diskmgmt.msc in run and saw the drive. You can format it there and I had to turn it from a dynamic disk to basic disk before the drive showed up.
