Cant see icosn or task bar

When I boot windows XP pro I only see the background. No icons or task bar show up.

I keep turning it off then on intill I can get in. A lot of times I wigle the hard drive IDE cable and power around, turn the computer on then I can get into Windows fully.

I cant see it being a hard drive problem because I would have thought if the hard drive didnt work, I wouldnt Get into the first part of windows (Just the background)

I tryed installing windows Again. Same thing happens
 
When you get into windows, without the icons. hit control+alt+delete. select the processes tab and look for a process called "explorer.exe" without the quotes. If its not there. Go to file -->New Task and type in "explorer.exe" without the quotes. Thats the process that loads the taskbar and and all the icons.
