Needless to say, the game looks shitty. I can't change the resolution within the game, what's the problem? My system not fast enough?

noo... i played it in 800x600x32 on p-III 833 + GF2 MX400... so it's possibly your system, maybe driver?

Based on the 9700TX you listed in your sig, I'm assuming you have a Dell. I haven't been able to get GTA3 to run reliably with DX9 and/or the Catalyst 3.0 and above. If your system hasn't been upgraded to DX9 yet, use the Catalyst 2.5's and apply the 1.1 GTA patch. Should resolve the issue.

Also, I don't believe you can change resolution once you've started playing... so if you haven't try setting the resolution before you actually load up a save game or start a new game.

Maybe driver problem (or maybe ever improper version of directx)

Update your video drivers to the latest versions and make sure you have the correct monitor INF loaded for your system.

If you're able to push right and scroll through the resolutions, but can't set anything but 640x480, then scroll to the res you want and hit enter while the res you want is selected. If you move off of the resolution setting before hitting enter, it goes back to the default (640X480), IIRC. I had that same problem a long time ago - took me ages to figure out how to change it :p

I remember that GTA3 used to have issues with the display if you didn't apply a patch to windows. The readme in GTA3 mentions something about that...I had to patch windows before I got to play the game. I do believe the service pack came with the file though. You could doublecheck on that...
