Can't run Cubase at all

When i try to run cubasesx or play games i get this error message
"programname.exe - entry point not found. The procedure entry point GetRawInputDeviceList could not be located in the dynamic link library USER32.dll"

Does anyone have an idea what my problem is an help is more than welcome

Win 2k SP3
AMD Athlon XP 3000+
512mb RAM ddr
nVidia GeForce4 MX 440
Audigy Platinum eX
 
well iwas running cubase on my machine with sp3 then i installed a new mother board and processor and had to reload the computer, and i did with out wiping my files , i tryed deleting and reinstalling cubase but i'll try what you suggested thanks
