Can't resume from S3 standby in Win XP

Exactly what it says. I can get my pc to go into sleep mode where everything appears to shut off but neither keyboard or mouse will wake it. Worse yet, when I hit power button, system turns on but without video and hard drive appears to stop searching after about 20 seconds. I litterally have to switch my power supply off and on to get it to boot up as per normal. One weird setting I noticed was that in device manager, I can't see a Power Management tab for any of the devices. It's in this tab where you can enable the devise to come out of standby. (I noticed this on another pc where s3 works). I have S3 enabled in the bios before I even installed XP so I am at a loss as to why this is happening.
