can't restore missing pagefile in XP home

I have a pc with XP home and it displays the message the the pagefile is to small or not there when it starts. I've tried setting it to various sizes/ no page file/ system managed and rebooting but still no pagefile found. Manually edited the registry for size and location for pagefile but ng. Anyone have any ideas/help on what to do, besides reinstall XP. The pc had the w32.HLLW.gaobot.gen worm when I started to work on it if that helps.
 

1- Right click "My Computer" and select "Properties".
2- On the "Advanced" tab, click on "Settings" under "Performance".
3- On the "Advanced" tab, click on "Change".
4- Select the partition you want to add a pagefile to, and set the amount.
5- Click on "Set".
6- Click on "OK".


Don't forget to click on "Set" (step 5).

If you have, I don't know what is wrong.
 
Generally it's a problem with the rights on the root of the NTFS volume, SYSTEM needs full control, but I think you need to boot into Safe Mode to get access to the rights in XP Home since the UI won't show them to you in 'normal' mode.
