Can't replace files in Win7, even as Admin

I've been having this issue for the past few months and recently it has been especially annoying. Whenever I try to replace (Like copy and paste over) an .exe within a few minutes of it being created (Like through an installer or, again, copy and paste) I receive an error about not being having permissions. However, I'm running an administrator account. There are no higher accounts and no other accounts. So far I've only had this issue with .exes and no other file types.

I do not have any real-time virus scanners running. I've done a search through all my active processes and services to see if any could be responsible, but I haven't found any kind of connection between a specific program or service and this issue.

If anyone has any kind of suggestion for dealing with this issue (Short of a full OS reinstall, haha) I'd be very glad to hear it.

Unfortunately, ownership isn't actually the issue. Everything I check says my account owns the files. The issue is also only temporary. It only lasts about a minute or so before I can copy over an .exe.

The biggest issue I'm having because of this problem is when a program tries to update and replace it's exe. It will almost always error out because of permissions. Manually copying over the old exe after a few minutes works, but that's not always an option.
