Check the cable modem itself. Unplug power from the modem and let it sit for a few minutes. Plug it back in and make sure all the activity lights come back on. If the lights don't come back on the modem, make sure it is not set to 'standby' then call the ISP to do a line test and possibly even replace the modem. If the lights look good on the modem, then reboot the computer and see if it is able to obtain a valid IP address. If you still can't get an IP address, verify the connection between the modem and the PC is good (unplug and reconnect it and use a different cable if possible), then reinstall the drivers for the NIC. If all else fails, you may need to replace the NIC in the computer.

edit: Also, when you try to renew the address, does it actually say that it was unable to complete the operation or does it complete but give an invalid (all zeroes) or Automatic Private (169.254.x.x) address?

the issue has been narrowed down to his computer because the modem will work fine on his fathers computer in a different room.
I'm going over to his house tomarrow if he hasnt fixed it by then
hopefully its not the cable line and just somethign like his NIC cuz i have plenty of those

Well, I've got some wierd stuff like that with my cable modem too. At random times, the latency becomes insane. 4500ms to the gateway, 5000+ to any real website. 2 hr IP leases, and after that, it doesn't renew. I have to power off and power on the modem again to get it working. Comcast has been out here 5 times in vain. No idea.

Excellant and well said, contact your cable provider and obtain a new modem. That could be the source of the problem. Preferably a brand new motorola surf board 5100. And it's a heck of a lot faster than the old toshiba pcx2500 I replaced for my mother.

is it possible that the DCHP server service got messed up somehow?
i disabled it on my sisters box not realizing you need it for cable modems.

That's certainly a possibility as well, especially if your friend likes to 'tinker' with things, and it is very easy to check. Look at that first, then go through the other steps mentioned earlier. :)

If you aren't using any sort of router or anything it should be pretty easy to figure out.

1) Power off computer and cable modem
2) Power on cable modem and let it sit for a minute to get it's connection
3) Power on computer and let it connect to the modem.
4) If it still doesn't get IP, go into the Network Properties and uninstall TCP/IP.
5) THen reboot and reinstall TCP/IP
6) Reboot again and you should get online fine.

If this doesn't work, I'd call the cable company and have them check your line and your modem.
