can't reinstall video card

My problem is that I can't reinstall my video card, I have a geforce2 mx 400. My video card was acting up so I uninstalled the drivers, but when I went reinstall them I couldn't. I can't even view it in the device manager, I can only view it when I go to the add hardware wizard and it has a question mark on it. Windows displays this error: Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19). I tried to restore but for some reason I have no restoration points before this problem. Please help!! Thanks!
 
I tried that, I used driver clearer to delete the files, but it did not delete any because i didn't find any. Then I reinstalled the drivers, but then when I rebooted windows it does not install them, I still see that same error when I go to add new hardware.
