Can't register HL2 - Duplicate CD Key error

Has anybody else gotten this Duplicate CD Key error when using Steam and a key gotten via ATI card purchase? I literally just scratched my card after rebuilding my system, yet they tell me the key is in use. Called ATI and they said too bad, call Steam. Steam posts no numbers to call. Their support site says people in my position have two options, click on a link to get help from Sierra or pay $10 and wait a few weeks for a new key. The llink to Sierra does not work, and I can't imagine paying another $10 for some mistake I didn't make.
