can't re'establish proxy

my home network wen't down on monday and the server wouldn't talk to the other 2pc's (bad cable) now i can't re-establish the proxy because i deleted the proxy server program and it won't install. it's analog-x proxy server. winblows keeps saying it has p.i.o. during install. and my security settings won't let it install. i haven't changed any settings that i know of. any ideas? tia, jer
