Can't really overclock my 1700+

Ok here is what I have.

Athlon XP 1700+ (unlocked)
Abit KR7A-RAID (Via 266A)
Crucial PC2100
Gainward Ti4200 128MB
Swiftech water cooling

I know that I don't have the best RAM or a very new motherboard, but I think I should be getting more out of my 1700+. Before I unlocked the processor I was able to run the FSB up to about 144MHz (288MHz with DDR). So my CPU speed was 1584MHz (11x144). Now that I have unlocked the CPU I was hoping to turn up the clock multiplier and get higher speeds. However, anything over 1600MHz (12x133) and the computer is not stable. Also to get it to run at that I had to run up the core voltage to 1.85V. The cpu temp sits around 45C maybe 49C under full load. I wanted to run the FSB up to 144MHz with my new higher clock multiplier to make it 12x144 = 1728MHz, but the computer will not even boot. How in the heck are people getting 2GHz or much more out of their Athlon XP 1700+'s?? Should I get a newer motherboard that supports higher FSB speeds, and some PC3200+ RAM? What are your thoughts on how I can get more out of this setup?

How can I tell what stepping I have? Do I need to pull out the CPU, and look at the numbers on the chip itself. I have WCPUID and it reads that:

Family 6/7 (Standard/Extended)
Model 6/6
Stepping ID 2/2

Is that enough information for you?

Model 6 is the older palomino core. Those weren't the best overclockers. The new thoroughbred a's and b's (model 8) are the ones you see hitting over 2ghz. Check this article for info on AMD steppings and here to browse results of other user's overclocks.
