Can't power up system unless i hold reset button for 20 seconds please help

win xp pro

I cant start my system unless i hold my reset key for like 20 seconds and then push the power, or if i unplug for 30 seconds.
Just started happening a week ago system has been fine for at least a year.
Please someone help
 
I've seen the "having to unplug" problem a couple of times. One time there were some capacitors on the motherboard that were puffed up, which means they were bad, so the system board was the problem and it was replaced. The other time it was a bad power supply.
