Why am I unable to post a new topic or reply to an existing topic from my home computer? I am logged in and see the "new topic" button but when I click it nothing happens.

Sounds like a good question. You need to enable Javascript (Java OTOH is not necessary), and your browser and/or popup-blocking software needs to be set to allow popups from forums.anandtech.com (and anandtech.com also if you intend to use the commenting features on that part of the site).
 
Well I'm not exactly sure what I did to get it to work but I messed with some settings in IE and finally I am able to post and reply.

I thought I would post what worked for me. I am running Norton Internet Security. I went into "Ad Blocking" and turned off "pop up window" blocking.

Now lets see if I get a bunch of "pop ups" so far so good. I went to a site that tried to send me a pop up and the pop up was blocked. My browser must have some capability to block pop ups.
