What happens when you try? Are you attempting to PM members who don't have that enabled?
 
Possibly. I have no idea if members don't have that enabled. When I attempt to PM, I click send, and the send box disappears and I go straight to my inbox, and there is no message in the sent messages.
 
I received the PM. The reason there is no message in your sent folder is because you do not have that enabled. You can do that in your UserCP.
