can't play DVDs on WIN/2003

When I play a DVD on win/2003 with an ATI Radeon 9100 using WIN DVD, PowerDVD, etc, I get the following error:

Error Code: F6F00018
The current display mode is not supported.


PowerDVD does not support the current display mode. (DDraw Overlay mode is recommended)

Please lower the screen resolution and color depth, for example, 800x600 with 256 colors. Or you may adjust the refresh frequency, for example, to 75 Hz.

I have tried lowering the video to 800x600x16 with 60hz.... and I still get the same error.
I have directX 10, or whatever the latest is from Microsoft.

Any ideas other than to get a different OS?
 
Make sure Hardware Acceleration on your video card is turned on under Display Properties/Troubleshooting. Win2003 turns it off by default, unlike in XP.
 
I am running win2003 so that I may host several websites within IIS as well as to beta test my company's software on 2003.
