wait you say you are connected to the 'net through another PC? as in using ISS?

I've had nitemares trying to connect to FTPs while ISS was installed... that may be your issue

Using ISS?

I dunno

I have all the computers hooked up to a hub, one of the computers happen to have a modem, all computers connect through that.

Maybe his software firewall has your IP address (or range) blocked as a hostile?

I thought that at first to and asked him about it, he said no.

Plus when my IP is blocked I don't get "Socket connected. Waiting for welcome message..." while using cuteFTP

Are you guys in the same city? The ISP I work for has certain DSL customers (all customers on Lucent Stinger DSLAMs) who are unable to ping/see each other online if they are on the same DSLAM. This is due to a security issue. Do you live nearby him and do you both have the same ISP?

if you look the last hop from both addresses is the same hence they are in the same building ( i verified this with the owner of the 2 ip addresses ) what the problem is my isp has a "bad routing table" in one of the routers.

and that is probably what is the prolem with you but your isp routing table is soo messed up that you can even get to it after all
