cant overclock video card core speed

Hi, I've posted about this in verious forums, my problem is no app will change my video card's core speed, memory will change, but not core, I cant lower the core, cant raise it, NOTHING. Maybe someone knows if theres a registery thing that overclocking software uses to change the speeds, and if that got messed up or something, I really dont like this problem, it happens with any card, Iam using xp x64 edition, but I've been able to overclock the core on this os before, so I dont think its a xp x64 problem, I can mod the cards bios and change the speeds like that, but it takes to much time, and I dont think flashing the card a ton of times is good for it, anyway, if anyone can help I would REALLY like it, thanks in advance.

Edit ** no offence, but I did not read your post, since it is written poorly. I skim over things that are not easily readable due improper use of writing. Again, no offense, none of us are perfect, but please at least try to make it more readable.

I've tryed powerstrip, rivatuner 15.6, coolbits2, and atitool. Nothing seems to change the core gpu speed, all the software can change memory though, modding my bios then flashing it will sucessfully change the gpu core speed, but it takes to much time and I dont think its good for the card

I fooled around with some settings, Iam noticing the gpu's core will change in 2D mode, but wont change in 3D, also, when I do *try* changing the core in 3D mode, the card only stays changed for about 5-10 seconds, then it goes back to default speed

By won't do you mean it says its unsafe to run at those speeds, or won't let you move the slider? You have to click test changes it coolbits for you to be able to apply.

by wont I mean, doesent set to those speed, say I set the core to 400mhz, coolbits will also set the core to 400, nothing is grayed out, but if I use everest to check the gpu speeds or bench 3dmark05 the scores dont change
