Can't overclock has well anymore??

My buddy has a MSI KT7 266 PRO raid with a 1800XP. He is the type that has pages and pages of notes on the optimal
settings for his rig. He is saying the overclocking abilities have greatly diminished even though he did all the formatting and clean installs(win98se) etc. What could have gone wrong? Short in the mobo? 512 Crucial 2100 DDR problem? G3 ti 500 problem? XP come unlocked?(can that happen?) 400 watt PSU failing? Simply guessing and giving the specs at the same time. Any ideas? Thanks!

basically he prolly ran the "engine" at redline for too long and burned it "down" - now it wont overclock as high no more, but still runs.

never run your stuff at 100% maximum overclockable speed - cause chances are youre really at 101% and are burning it down. this goes for CPUs, GPUs, and motherboard chips.
