cant overclock at all with a XP 1900 unlocked

Hey guys. Ive overclocked before. On a duron and a old slot A.


On the XP 1900 all i had to do was connect the L1's right? I can change the multiplyer in the Bios but it will not boot with anything over the default 12X


I know there are factors

1)512 PC2100 DDR (256 MB Crucial, 256 MB Kingston) but ram does not mater if i just change the multiplyer

2)MSI KT3 Ultra Motherboard (KT333 w/RAID)

3)Enermax power supply 300w I think this is the limiting factor.

I doubt the PSU is the issue, it's a solid one...

What are the steppings on that 1900 +
