can't open display properties AT ALL!!!

Ok, here is my new problem. I cannot open display properties from control panel nor from simple right desktop click. When I reset my computer I can open them fine but after a while of using my computer, like gaming (mmmm, Counter-Strike), music, browsing, etc. I lose the ability to open my properties. It will go to the arrow with small hourglass next to it for a split second, like it's trying to go, but then it just doesn't open. What can I do so that I will be able to access the properties any time I want to, even after extended computer use?

256 MB Crucial Ram
Iwill kk266 Motherboard
30 gig Maxtor HDD
12x10x32 Plextor Burner
16x Pioneer Slot Loading dvd
Msi Starforce 822 geforce3
Windows ME (guessing this may be part of the problem)

I thought I would be able to get to the properties after a reset, unfortunately I just did that and it didn't work. I'm in trouble now. It wont open at all, even after resets.
I do have powerstrip and it seems to be able to be adjusted from that, but good lord man, what's with my windows stuff!!!
 
did you happen to use one of those registery security tweaks? i belive there is one that can disable your display properties tab, cant remember the exact tweak so go to registery.com and search for it, if so just undo it and the tab will appear again.

second thing, is that most display drivers add tabs in there, if something gotten messed up it might have done that, so re-install your video drivers an see if that fixes it
 
Don't know if this will help, but diamond (which u dont have) bombed display properties with their drivers. This is what MS says: KB.

Perhaps you can perform a similar fix. Did it happen after u put in the Ge3?
