Can't make it to 133 :(

I'm trying to overclock a Celeron 1.1A to 133 FSB, but when i do, It boots up fine and pass POST and trys to load Win XP but fails.. I do not know what is holding me back, I have try doing its on a other mobo(Abit BX6 Rev 2) with the same hardware(use PC133 RAM) and the something happens...both mobo have 1/4 so the PCI should be running fine and i have try uping the power to the chip but i get the samething, any ideas?
Here my setup,

Asus P3C-E Slot 1 With a Powerleap Ver 2
256MB of PC800 40n Samsung
40GB WD Hard drive
32X CD-Rom
Voodoo 3 3000 PCI

That my setup right now, I have other hardware to put in am just testing the mobo right now
What could be hold me back?

I don't think its the ram thats holding me back because at FSB of 100 it runs at 400 and i can make it run at 400 with FSB of 133
 
Try bumping up the voltage on the tualatin celeron? From 1.45V (default) to maybe a slight increase of 1.55V?

Hows the system ventilation?
 
Could be a cooling issue, go into the bios and let it idle until the temp stabilizes, this will give you an indication that you might need a better heatsink/fan combo. if your not using thermal grease, try it. A lot of times you can go through the post, but after a load it could be heating up.
 
Same thing happened to me with a 1.0A in a TUV4X. It would happen soon after boot up so I decided it wasn't heat related.
I tried a little voltage (I think I went up to 1.65V) but it didn't really help that much.
Funny thing was, if I hit CTRL-ALT-DEL it would boot into windows like 30% of the time. When it went in, it was pretty darn stable.
So I lowered the freq to 127 FBS and it reliably went into win 2k for 6months. But then it started doing it again,
I gave up and ran it at 100 FSB until I got a 1.3ghz Cel refurb for 57 bucks at newegg.
I think (don't really know) that there is a CPU mode switch to 32bit protected mode soon after bootup, which is failing.

You win some, you lose some.
