Can't login to lapaptop

I have a Dell Latitude CPi Laptop that runs Windows 2000. My problem is that it will not let me logon. I went into the BIOs to make sure the password options were disabled, but it still asks for a password. What am I missing? (beside the password)
 
I believe he means Windows has locked him out. That doesn't lock one out of a BIOS entry.
