Can't Log In A Secure Site

Recently had to format and for some reason, I'm getting the "This page cannot be displayed" page when I try to log into a secured site. Doesn't happen on all of them but for example, I can get to Paypal.com just fine. But when I try to log in, it's a no-go. I have checked the settings in my internet tools and don't really notice anything that could be causing it but I'm not sure I know what to check for. Anyone know what my problem could be? Using IE 6, Windows 2000Pro.

BUMP for some help

Matched up all my internet settings from my computer at work to my computer at home and I still can't get beyond the login screen on PayPal but can on any other computer I try on. I'm clueless but I know that once the "http" becomes "https" on Paypal's site, I have trouble. However, I have no problem checking my bank accounts which are secure sites as well.
