Can't Load User Accounts in Win XP Pro SP2 Please Help!

I'm having a problem with my new Windows XP Pro SP2 install. I cannot edit User Accounts anymore. I have administrative privledges and whenever I click on "User Accounts" in the Control Panel it now brings up a dialog box that says "To help protect your computer, Windows has closed this program". Farther down it says, "Data Execution Preevention helps protect against damage from Viruses and other security threats." Then it gives me a link to click on titled, "What should I do?" When I click on this it brings up an error screen for IE.

Does anyone have any ideas how to turn this off? I turned off the firewall because I'm running ZoneAlarm. I don't know what else I have to track down and kill to get my PC back...

Got antivirus software? If so, what brand and exact version, and is it up-to-date, using heuristics and compressed-file scanning, and all the other options like spyware/adware detection?

Also, can you think of anything that coincided with the onset of that problem (installed some new software or etc)? If it's WinXP Professional, you could try right-clicking My Computer and choosing Manage > Local Users and Groups > Users as another technique, but that might be just treating the symptoms rather than the disease.
