Can't load an OS? What am I missing?

New Shuttle AN35Ultra MB with 1800XP. Installed and boots fine. Think Windows registry was corrupted on drive (computer would reboot itself) was having intermittent problems before MB/SPU upgrade. After MB installation windows reloaded with difficulty long enough to get new drivers installed, but then kept going to menu with Normal/Logged/Safe Mode/Step by Step etc. Would not even load in Safe Mode, if Safe Mode selected would simply cycle back to same screen again. Other selections result in "Windows protection error". So did Step by Step several times and each time at the msmouse.vxd step the installation halts, back to Windows Protection Error.

SO..... heck with it, reformatted the hard drive. Now I cant get the OS to install. Computer boots up fine with Start up disk, then at A:\ type setup. CD drivers and all installed normally, load Win98 CD and type Setup. Installation procedure starts, Scandisk runs successfully, then it says it is copying files necessary for Windows installation.... Then just flips back to A:\. Tried to load both Win98 and WinME, same thing. Computer "sees" the CD, so that doesnt seem to be the problem. Have tried EVERYTHING I can think of to get installation to take, including using different CDRom, loading MSCDEX to C:.

HELP!!!! Next step is shop and I hate to admit defeat in installing an OS!!!
 
Thank you for the suggestion. I did try to do that last night without success. However, thought I try it again today and for some reason it worked! I did load the mscdex driver to C: before starting, maybe that did the trick. Don't know, and dont care at this point! thanks
 
Grrrr, spoke too soon! Booting to CD rom OS disk did get me farther, actually got into windows installation, told it what directory (C:\windows) to load to, and it started the installation process. However, I looked away from computer to type you the thank you, and when i looked back the system had rebooted itself!!! Chose the install Win 98 from CD option and got "The Windows 98 Setup files were not found"

This is nuts. I should also note that during the OS bootup it said that there was a Windows OS already present (how can this be, i reformatted the drive and dir shows no Window files). I of course chose to overwrite existing files.....
