Cant launch programs from CD-ROM drive...

Hello...just put an ABIT KR7A-RAID and AMD XP 1800+ CPU into my case.
I have the HDD on IDE3 and Plextor Cd-R and Seagate T-8000 tape drive on IDE1 and CD-ROM on IDE2. IDE4 is empty.
I cant get any program to launch from the CD-ROM and instead see the Cd-ROM as Drive E whereas before it used to be Drive D.
I get the following error msg for example when trying to launch a setup.exe for Norton System Works:

"The SETUP.EXE file is linked to missing export KERNEL32.DLL Strings W."

"An Error occured while trying to run the program E:\SETUP.EXE"
then the program shuts down.

What am I seeing going on here and how can it be fixed?

you could try putting cd on ide1 and cd=r and tape on ide2. also make sure autorun is on in cd-rom. do programs work in plex?
