Can't install Windows XP on old Dell

I have a Dell computer that the hard drive has "seemingly" kicked the dust. I bought a 80g WDSE IDE HD to replace it. When I am installing Windows, it reboots itself for the first time in hte normal instilation, then upon reboot - where you should get the splash screen for Windows XP installation, asking for your CDKey and blah blah blah, it isntead restarts the entire process; in fact, the two things I can do is 1. Delete current install of Windows and go over it 2. Repair XP 3. Quit.

1. This just deletes the "old" install and rebbots, taking me back to this screen again
2. This brings me to a "C:/Windows/" MSDOS prompt that I dont know what to do
3. Obviously this is where I amsolt am at.

Please help me figuire out this problem. I have used a normal XP diska and the Dell instalation disk; both result in the same thing.

I have also replaced the ram too, unpgraded from 256 to 512. Dont know if that is pertinant.
 
After the first reboot, does it prompt you to "Press any key to boot from the CD"? If so, don't press anything. Your hard drive is bootable after the first reboot during Windows setup.

Another option is to change the boot order in your BIOS after the first reboot. You probably have:

1. Floppy
2. CD
3. IDE0

After the first reboot, change it to:

1. Floppy
2. IDE0
3. CD
