Have you tried downloading the ISOs from MS, and then burning a DVD, and installing that way?

Have you tried using the media creation tool to perform the upgrade?

Try using Rufus + the downloaded .iso file.

Secondarily: also try using a different brand of USB thumb drive, and/or a different USB port.
Some older machines could boot from a USB device, but only from a USB port adjacent to the PS/2 ports, for example.

i downloaded an iso and use serva to install it over my network.

way easier.
