Can't install win7 from flash drive to a flash based drive?

I've run into this problem a couple times with Win7 and I wanted to see if anyone knew what was going on. Basically if I try to install win7 from a flash drive to another flash based drive it will not show up during the installation process. This happened to me at home when I was trying to install to my SSD, and now it has come up again at work while I am trying to install it to a compact flash card on a SBC module. Does anyone know why this won't work? I get into the installation fine but it shows no options under the hard drive section. If I switch to a dvd drive it shows up there fine and installs fine.
 
You don't need wintoflash to install Win 7 from a flash drive. Just copy all the files from the Win 7 install disk to a flash drive formatted to FAT32.

It may not work though with a compact flash card. Try copying the Win 7 files to a hard drive first and then to the CFC.
