Can't Install OS

I just built my first PC and am trying to install an OS. I have 98SE, I am trying a floppy boot disk to begin with. When I first turn on my PC it says floppy disk fail (40). But when I go into my Bios it says it recognizes the floppy drive. I have tried two different drives and tried the data cable both ways. When I then hit F1 to continue from original boot up screen it list pci device listing then says verifying dmi pool data and below that says boot from cd: and then nothing, i have the floppy as the first device in boot order.

and i have tried my xp in the cdrom drive and it starts to install and says setting up and then stays that way ( this os came on another machine i bought from best buy) i know i cannot probably install xp on this new machine but tried to see what would happen.

Any help would be greatly appreciated.....
 
The floppy drive: Are you sure you have the floppy drive plugged into the power? You can't just hook it up to the ribbon cable and expect it to work. Just the fact that the BIOS says there is a floppy drive doesn't mean that there actually is one. If you don't have a floppy like me, you can still set the BIOS to say that there is a floppy drive, but you would get the floppy disk fail (40) error each time you start up.

have you tried the diskette in another machine and made sure it is actually a system disk / bootable?

You might have more than one problem, but for a working floppy drive and correctly attached cable the drive light only comes on as a busy light, when a diskette is actually being read or written to, and during boot for a second when the drive is being checked to see if there is a diskette present.

 
yes a friend showed me the disk worked today. could i copy this floppy disk to a cd and boot that way possibly???
