Cant install new hardware (scanner)

Hi all,

I am trying to install the driver for a hp scanjet 3970. The installing new hardware thingy pops up and then closes and then I am done. If I try doing it by clicking on setup.exe on the file the same thing happens. Any help would be greatly appreciated.
