Can't install Java

I tried to update Java and was getting an error so I decided to uninstall it and start over fresh. Well now I have no Java and I can't install it. It tells me "Java Install did not complete". I get an "Error Code 2" every time instantly. Here's what I have tried:

I uninstalled it from add/remove programs but I've also used JavaRa and CCleaner to tidy everything up.

I've updated my windows to 8.1 and done all required updates.

I've tried both offline and online mode and have disabled Avast completely for these attempts.

Look through your Windows update history and see if you have KB2918614. This update was causing issues with Windows Installer a couple years ago. I don't know if this is still an issue, as most of my Windows Installations are newer than that, and therefore don't have that update.
