Question Can't install Exact Audio Copy

Version 1.5. I've download 1/2 dozen copies, and from more than one site. Every time I try to install on this W10 64bit Pro laptop it says it's not approved but there's an install anyway button. I click that and nothing happens. I don't have a previous version installed. What could be wrong? I'm the only user and I'm an administrator. I rebooted, there's nothing open, but same thing happens.
