Can't install drivers under ME

I've noticed a problem installing device drivers with WinME. Last week, when trying to install a sound card, it would lock up while installing the drivers, but installed fine under 98SE. Tonight, I was trying to install a USB scanner, and Windows locks up every time I try to install the drivers, whether I use the Add New Hardware wizard, or by installing the driver under the System menu from the control panel. Has anyone else had this problem, and there is a way around it?
