Can't install any application on my 2k3 Server!!!

I am unable to install any application on a Windows 2003 Server. The 2k3 server is not a domain controller. The network is being run on a Windows 2000 Server. The 2000 server handles Active Directory and DNS. Whenever I try to install something on the 2k3 server, I get an error message that the install was interrupted and could not complete. The installation rolls back any changes made. In particular, I've tried a timeclock program and Adobe Acrobat. I've logged in as a local administrator and as the domain administrator and as a new user administrator. I've disabled my firewall and my Norton Corporate Edition antivirus. Anyone have any ideas? I'm completely lost.

I was actually able to install WinZip but not the TimeClockPlus or Adobe Reader.
 
I just checked the Adobe site and Adobe Reader is compatible with Server 2003. I'm thinking it is a Windows Installer issue.
 
Yeah I think so too. Is the installer service started? If it isn't, check for a GPO in the domain that is disabling it.
 
The windows installer service is enabled and the GPO policy to "disable Windows Installer" is not configured. From what I've heard, its a pain to reinstall Windows Installer on Windows 2003 Server because it's part of the SP1.

Does Winzip not use Windows Installer?
 
It's not that big of a deal. It is a pain, compared to just using add/remove but it's not a big problem if you are even moderately able to follow direction. There is a KB article on it somewhere on the MS site. I used it not two weeks ago.
