Can't identify strange noise (video included)

Last week the system started making a strange noise; however, it's not constant. I can shut down the computer and reboot, and the noise will not be there on startup. After a while, the noise will start up again. The tone of the noise isn't constant either. At times, it will pulse in intensity - almost as if a fan is winding down or speeding up. It sounds like it's coming from the video card area, however, if I adjust the speed on the fan via RivaTuner, the noise remains constant. I've attached a short video here. The sound didn't capture very well, so you might have to turn up your volume.

If the faster the fan spins the noise remains, it is probably one of two things:

1) Vibration from somewhere within the case caused by the fan
2) Bearings on the fan going out and it needs to be replaced.

Take a good can of air to the coolers. Sounds like you have a chunk of dust or hair caught between the fan and heat sink of either the CPU or GPU.
