Can't get windows to "remember" it's size

I can't seem to get windows to remember it's size of window. everytime i open up a window or internet expolorer window, it's always "maximized" but it's really not. it just take up the whole screen and it's not even maximized. I want to make it so that it's just a small 1/4 of the resolution everytime i open up....

Using IE and windows explorer seperately, resize the window to the size that you would like it. Then close the window.

Reopen, and it should have remembered the last setting.

yea but everytime i restart the computer, it's back to the way it was.

what OS are you using? I'm on WIN/2003, perhaps it is different per OS...
