Can't get Video card to work

Before you all have a $hit fit on my purchase, let me get this out.

I picked up a Powercolor Revenger II (cheap, I might add), and put it in my system in the prescribed manner. Once the drivers were loaded and I rebooted, I ran 3DMark 2001 SE to guage my performance.

CRAP!!!

I went and picked up the newest drivers, no help. I went through my BIOS, no help. I played with and tweaked every setting I could think of, no good.

The card is supposed to be a 128MB card, but only gets recognized as a 64 MB card with 32MB of AGP memory.

Any thoughts on what's going on?

System specs

ECS D6VAA Motherboard (VIA chipset)
(2) PIII 1 GHz
512 MB PC133 SDRAM
Windows 2000 Professional
Creative Labs PCI128 Snd Card
Intel 10/100 NIC

Hope somebody can help me figure this out. All the reviews I have read of the SiS 315 based cards make them out to be "decent" cards with "decent performance". From what I am going through right now, they are garbage.

With my Radeon 7200, I had 4302 on 3DMark 2001 SE, with the same settings, I get 978 with the Revenger II.
