Can't get this Asus MEW / Celeron500mhz to POST.

Ok, I'm replacing the motherboard in a computer for someone, and I turned it on and it is giving me a beeping noise. Not a constant beep, but a high-low-high-low siren type sound.

I tried reseating the RAM, putting only one stick in, etc, and finally for no apparent reason it posted just fine and I got into BIOS. But then I was trying to get the second stick of RAM recognized, and it wouldn't, so I was playing with the RAM settings to try to get it working and now the system won't POST. I'm getting the usual siren-beeps again.

I've tried every possible jumper setting for the CPU, I've tried removing the CMOS battery for a while, I've tried the 'safe mode' jumper, but nothing works.

I have nothing connected but the CPU and RAM.

The online manual tells me nothing about what the beeps mean. I don't remember what it means, though I'm assuming its something CPU related...?

 
Also, some added information:

I'm using PC133 SDRAM, and while I've never heard of that being a problem, is it possible?

The motherboard is only listed as supporting PC100 compliant RAM, but I always assumed that PC133 would work just fine for such purposes.

I don't think it's completely incapable of using the RAM, because it did POST once and it did detect one 256mb stick of RAM.

I was reading about AWARD BIOS (which the motherboard uses) beep codes, and the beep is supposedly a RAM-related error code... I've reseated the RAM many times in any of the 3 slots, tried each of 3 different sticks, one of which is PC100, two of which are PC133, and no luck.

It's not possible it's the power supply, is it? All fans work just perfectly, and the system booted once. I am rebuilding the system because their old motherboard totally died. The Asus MEW is brand new, as is the 500mhz Celeron. The only old components are the RAM and PSU.

Any ideas? I would appreciate it greatly. I'm totally stuck here... 🙁
 
It's an ASUS MEW. Not MEW-L, MEW-AM, or anything, just the basic MEW.

About the RAM error code.. that was on a website I was looking at that described the different beeps and what they mean. It only listed two things for AWARD BIOSes:

1) two short beeps
2) "Any other beeps" -> which is attributed to a RAM problem
