Can't get PC3500 Kingston HyperX to run at even 400mhz?

I have a Dell Inspiron 4600 that came with 128x2 PC3200 memory, successfully running at 400MHZ. I purchased 256x2 of Kingston HyperX PC3500 memory. When I put it in, the memory speed drops to 333mhz. Other than the possibility of defective ram, any ideas? Its not like I picked up bootleg memory. The Dell bios is just aweful, I can't manually adjust any timings whatsoever 🙁
 
Bump the voltage if possible. (dell?) The board may not be giving the ram the proper voltage.
Also the board may not support 3500- doesn't know what to do with it-defaults to 333.
