Can't get new build to post

I just received the following from Newegg.

Abit IP35
MSI 8500GT PCIE
Antec Earthwatts 430 Watt
CD2 E4500
G-Skill 1Gx2 DDR-800

When I have the 24pin ATX plugged into the board, along with the 4 pin 12V, the CPU fan will try to start to spin, but won't fully, and the GPU fan indeterminately spins up as well.

When I just have the 24 pin ATX plugged into the board the GPU fan spins continuously but the CPU fan won't spin at all.

I tried switching the the memory around in different slots, and took the board out of the case and tried to see if there was a short.

Unfortunately the only other computer I have around here is an old P4 with an Antec PS that only has a 20pin ATX connection.

I've built numerous other systems, but this is my first in a few years, so I'm naive to all of the new power regulations and the like.

Can anyone give me some troubleshooting tips?

I just tried out the new Earthwatts PSU on my old P4, and the system boots, so that leads me to believe the PSU is not the problem.

Now however I can't even get the new board to start spining up what so ever.

What do you think my next step should be?

exchange the board for another one.

your Mobo has a temp controller. Let it run, warm up the cpu and the fan will run
