Can't get my DVD burner to work!!!!

Ok, this is the 2nd Sony Dru-710 16X Dual Layer DVD Burner i've had, the last one i RMA'd back to newegg.com! This one does the same thing, it won't read games that well when i try to install them.....It takes forever for it to do anything. DVD movies look all scrambled in the menus, and finally the movie will play. I updated the firmware, nero, and even tried different cables for it. I'm about to just throw it in the garbage, thats how mad i am right now about it. Can someone please help me, i don't know what i'm going wrong. I have the hard rive on the primary and the dvd burner on the secondary. Both ide cables do the same thing. Could it be power supple? I have a 450 Watt Antec Power supply so i wouldn't think it was it. I have tried everything and i don't know what to do.
