Can't get modem installed

My mom's Gateway P200 (non MMX) Win95b system had an ISA USR Sportster 56K that quit working (lightning more than likely got it). I bought another Sportster ISA modem but the PC can't see the modem for some reason. After installing, when I boot up, it doesn't automically try to install it. When I try the USR modem ID Wizard, it doesn't see it, or when clicking the More Info button that's somewhere in Ctrl Panel->Modem, it doesn't see it either. I've tried reinstalling the Com ports. Tried moving the modem to another slot. In the system BIOS, the Com ports were manually set to an address and IRQ, so I set them to Auto. The replacement Sportster is an OEM that came in a Gateway.

Another strange thing, I installed my V.Everything external on it and it worked fine, but when I removed it and tried to install an older Lucent PCI modem awhile back (which didn't want to find the drivers I pointed to, not sure if I ever got it installed right), and since the Lucent wouldnt work (bunch of loud fuzz/static noise when trying to dial, if I even had it installed right, or maybe bad modem or not enough CPU for it) tried to install the V.Everything again, it wouldnt see the modem then either and wouldnt dial. Though my mom tried dialing the next day and it decided to work fine. Strange.

I'm a fairly advanced PC user/builder/overclocker but modems can sure be a pain in the *ss.
 
just might be the system that's the problem.

i had an old packard bell that was a pain. it wouldn't recognize any new hardware i installed.
