Can't get into login screen

There was a power outtage about a week ago, and when I turned on my computer when the power was restored it stopped working normally. It never gets to the log-on screen because it reboots right after it shows the windows logo. After that, it just restarts the whole thing over and over again without ever getting to the login screen. I've tried both normal and safe mode, but it does the same thing; it just restarts. What could be the problem?

Also, I've noticed that before this problem occured, it would take me 3-4 seconds of pressing the power button to turn the computer off. Now, the computer shuts off immediately after I press the power button.

[*]run memtest86+ to see if you can complete 2 passes
