Can't Get Internet Explorer 6 To Install- How do I fix this error message?

When I try to update my Internet Explorer from 5.5 to 6 I get a message that pops up and says "A previous installation has pending work requiring a reboot. You need to restart your computer to complete that installation before running Internet Explorer setup. Setup will now close." I do a reboot and I get the same message again. Any ideas how to fix this?
